Algeria

Comparatively, it is slightly less than 3.5 times the size of Texas, with a total area of 2,381,740 sq km (919,595 sq mi). Extending about 2,400 km (1,500 mi) E–W and 2,100 km (1,300 mi) N–S, Algeria is bounded on the N by the Mediterranean Sea, on the E by Tunisia and Libya, on the SE by Niger, on the SW by Mali, on the W by Mauritania, and on the W and NW by the Western Sahara and Morocco; the total boundary length is 6,343 km (3,933 mi). Land boundary and claims disputes with Libya were unresolved as of late 2002.

Algeria Import Rules

Import of used vehicles is prohibited. New regulation was introduced last year to regulate import of new vehicles as well. Under the new regulations, auto dealers will only be allowed to import cars manufactured in accordance with quality, safety and emissions standards in force in their country of origin. To prevent road accidents, the new regulations require importers to provide after-sale services and guarantee the availability of spare parts in-country. Dealers will have to comply fully with sales contracts and delivery deadlines. Under the new decree, dealers are obliged to supply cars within 30 days of the date on which they were ordered, except where the customer agrees otherwise. The previous deadline was two months from the order date.

Egypt

However, the cultivated and settled area (Nile Valley, Delta, and oases) constitutes only about 3.5% of Egypt's land area; the Libyan and Western deserts occupy about 75% of the total. Comparatively, the area occupied by Egypt is slightly more than three times the size of the state of New Mexico. Beyond the Suez Canal in the east, the Sinai Peninsula overlaps into Asia; the Sinai was occupied by Israeli forces from 1967 to 1982.

Egypt Import Rules

Import duties on motor vehicles range from 40-160 percent, based on engine displacement:
- 40%: engine displacement less than or equal to 1 liter
- 55%: engine displacement between 1-1.3 liters
- 100%: engine displacement between 1.3-1.6 liters
- 135%: engine displacement between 1.6-2.0 liters
- 160%: engine displacement over or equal to 2.0 liters
A sales tax is also levied on motor vehicles that ranges from 10-45%, based on engine displacement:
- 10%: engine displacement up to 1.6 liters
- 20%: engine displacement between 1.6-2.0 liters
- 45%: engine displacement over 2.0 liters

All motor vehicles are subject to duties and taxes. The motor vehicle must be brand new, a product of the same year as import and the consignee must be the first owner
Motor vehicles can be imported duty free for Diplomats and Expatriates working under the Egyptian Government Sector who must guarantee re-exportation of the vehicle. In these circumstances the vehicle is not required to be new
Egyptian citizens may import a used motor vehicle by proving ownership for a minimum of two years using the original purchase contract and a statement from local authorities in the origin country. However the motor vehicle will be subject to duties and taxes

Cars and vehicles with less than 9 ton maximum capacity must be less than 1 year old.
Vehicles with more than 9 ton maximum capacity must be under 5 years.

Morocco

The Western Sahara is claimed and administered by Morocco, but as of late 2002, sovereignty is unresolved. Comparatively, the area occupied by Morocco is slightly larger than the state of California. Morocco extends 1,809 km (1,124 mi) NE–SW and 525 km (326 mi) SE–NW. Morocco proper is bordered on the N by the Mediterranean Sea and the two Spanish enclaves of Ceuta and Melilla, on the E and SE by Algeria, on the S by Western Sahara, and on the W by the Atlantic Ocean, with a total land boundary length of 2,018 km (1,254 mi) and a coastline of 1,835 km (1,140 mi).

Morocco Import Rules

Moroccan market was once dominated by French imports and French vehicles still account for 40% of the vehicles but Asian cars due to their superior quality have begun making inroads. One impediment is the high import duty of 32% imposed on Asian imports while vehicles from Europe continue to enjoy progressively lower duties until they are removed altogether in 2012.

Tunisia

Comparatively, the area occupied by Tunisia is slightly larger than the state of Georgia. It is bounded on the N and E by the Mediterranean Sea, on the SE by Libya, and on the W by Algeria, with a total boundary length of 2,572 km (1,598 mi), of which 1,148 km (713 mi) is coastline.

Recent Tunisian tax reforms (under the “Loi de Finances” 2003) generated three fiscal regimes for the acquisition of cars:

In general, the fiscal regime remains unchanged, maintaining low prices on the less powerful models.
The new “preferential fiscal regime”, which entered into force in January 2003, relates to purchases of cars locally assembled or imported via authorized agents
FCR (“Fin de Changement de Résidence,” or End of Change of Residence) status, which allows returning Tunisian émigrés to bring their foreign-purchased automobiles back with them duty-free.

The “preferential fiscal regime” was implemented to combat growing parallel market imports (and a notable increase in illegal commercial practices). As a result, lower car prices within the authorized dealers’ networks should render them more competitive and thereby increase tax receipts in the long run.

In addition, the Government hopes to lighten the demand pressure on smaller-engine cars, which are the only type of vehicle benefiting from the special tax discount under the implementation of the new “preferential fiscal regime”.
